The modern State bases its legal system, but also its public policies on Human Rights, which in principle served to make the authority-governed relationship less abusive. Currently the fundamental values that sustain them with their great load of morality make special reference to the individual person. However, they can and must coexist with other principles and values that pay more attention to the collective that can strengthen them. If the ultimate goal of organized social coexistence is considered, it will be a common good that will require compliance with duty and proportion in the distribution of social charges.
