Visa Policy and Irregularized Migration: Ecuadorians in Mexico

This study examines the relationship between Mexican visa policy and the recent patterns of Ecuadorian mobility through Mexico. It analyzes the lifting of the visa requirement for Ecuadorian nationals in 2018, its temporary suspension in August 2021, and its indefinite reinstatement in February 2022, aiming to identify how these changes altered the conditions for regular entry into Mexican territory.
The study employs qualitative research based on a review of documents—supported by descriptive statistics—including official agreements, institutional records, data from the Migration Policy Unit, and press materials. Visa policy is approached as a state strategy for the preemptive selection of mobility, capable of creating hierarchies among nationalities, restricting authorized channels, and reshaping migration trajectories.
The results show that tightening access to regular entry did not halt Ecuadorian mobility; however, it contributed to shifting a portion of this movement toward unauthorized routes that are more costly, precarious, and dangerous, and more exposed to migration control measures. Based on these findings, the study proposes the concept of "irregularized migration" to explain how irregular status can be generated by state decisions that close off or increase the cost of formal pathways for entry, transit, and stay. The Ecuadorian case illustrates the interplay between Mexican visa policy and a broader regional context characterized by migration containment and the externalization of control along contemporary migration routes.
